About the Comparable Effort Worksheet

The Comparable Effort Worksheet, developed by Christian Holz (School of Political Studies, University of Ottawa) leverages output from the Climate Equity Reference Calculator to 1) take a specific effort by one “reference country,” as specified in that country’s INDC, and then 2) calculate Comparable Efforts, under a range of equity settings, for a number of countries, relative to this reference INDC . It does this by calculating what percentage of its “fair share” the reference country proposes to do (through its INDC) and then applying that same percentage to the fair shares of other countries or groups of countries. Essentially, it answers the question “If Country A is pledging to do X% of its fair share, what would Country B have to pledge to make an exactly comparable effort?”

There are a number of different variants of the tool available; it is recommended to start with variant 1:

  • variant 1, prepopulated with a) the EU’s INDC as reference INDC; b) three equity scenarios that match those of the “National Fair Shares” report; and c) coverage including non-CO2 but excluding LULUCF;
  • variant 2, a) blank Reference INDC section but prepopulated with b) three equity scenarios that match those of the “National Fair Shares” report; and c) coverage including non-CO2 but excluding LULUCF;
  • variant 3, a) blank Reference INDC section but prepopulated with b) three equity scenarios that match those of the “National Fair Shares” report; and c) coverage including non-CO2 and including LULUCF;
  • variant 4, not prepopulated with any scenarios or data; you will need to use the Climate Equity Reference Calculator to add your own scenarios to the tool; instructions for doing so are included.
